How to Create 3D note flat-to-screen on Item/with leader via toolkit Api?

I referred to some answers.

manually created 3D annotation place flat to screen using Creo's note function;

the annotation is placed flush with the screen in the model viewer and its position rotates around the model.
How can I achieve the same effect generically via the Toolkit API?

when browsing the knowledge base you will find this article that disclose creating a Flat to screen note is supported : https://www.ptc.com/en/support/article/CS80810 the article offers a sample code.
Just try from there as  square 1.

Additionally you will see that a Flat to screen note with a leader is not part of Creo Toolkit : https://www.ptc.com/en/support/article/CS328569
