Is there any interface related to creating balloons(Drawing) in VBAPI?

I didn't find any interface related to the Create_balloons function in my API wizard.

I use Creo Parametric 4.0 version, I am trying to use VBAPI to create balloons by view automatically .

Is there any interface can help me with that?

Or other ways to take me there.
