JLink or Toolkit

Toolkit and Jlink Gurus,

I need some help here for those willing to lend it The program I would
like to make would take the ECAD_NAME parameter value that is populated
in the Pro/E part and populate it as the component name in the Pro/E
assembly. Could anyone out there give me an example or start points on
how to start this kind of program? What kind of object classes would I
need to open the model, grab the parameter values and populate the
component names?

I assume since Pro Engineer is running and the program would be like a
mapkey, that JLink would be the better option.
