Jlink app won't start

In a nutshell, I can start Pro/E with a JLink app just fine, but a different user on the same computer cannot. I feel like I'm going in circles. I've checked permissions for all files, classpaths, message files. We're using the same path, the same protk.dat file, the same class files, etc. I know it's a long shot, but anyone had this happen that was linked to something specific yet unexpected?

The problem was apparently due to multiple java installations on the same computer. We wound up using the java command config option and all worked fine.
