Requesting help with Xerox 8830 printer

I am trying to make a pcf file for printing drawings. If I use the
windows_print_manager as the plotter, then I get the functionality that I
want but the prints are a little fuzzy and the windows driver uses an
additional margin that needs to be unset for every print. If I use
XEROX8830 as the plotter, then the text is much, much better, but I seem
to lose the ability to use offsets. Whatever I put in the pcf file as the
offset, it always prints in the same place.

This is important because I am trying to maximize whitespace utilization
by scaling and offsetting only enough to get the full plot for C, D, & E
size prints.

Can anybody tell me what I'm doing wrong?
Can I not expect to offset if I am using something other than the windows
driver?
