The favorites are stored in the cache area under <cache>\.Settings\web_favorites.xml. If you want to add to the user's already existing favorites, you'll need to modify the .xml file to add your items. For new users/installations, you can just create the <cache>\.Settings\web_favorites.xml file before the user starts Creo Parametric.
If you don't need to use the embedded browser for the pages you wish to make available, you can create a simple mapkey for each website (or document, or anything), and then just create menu items for the mapkeys. We do this for our common hardware charts, our standard notes documents, IHS web site, etc. You can also collect all the web site links in a single document (or sharepoint site, or whatever), and then just create one mapkey to open that document.

Using mapkeys like those shown above will launch whatever program is associated with the file extension (.htm, .html, .docx, .pdf, etc.), so the current user's default programs will launch.
