I received one response that led me to the answer:
"In the WF2 .psf file you use to launch Pro/E (.psf files are located in <proe_loadpoint>\bin), add in the USER Preferences section the PTC_WF_ROOT variable and let it point to a directory different than the default one which is C:\Documents and Settings\your_username."
