Balloon showing up on wrong sheet in PDF - WF4

Actually, I guess it is all symbols show up on other sheets. It's usually
large drawings. We'll make a plot or PDF and symbols will show up on the
wrong sheets. We run into this occasionally. It seems like there was a
simple fix. I've never documented how we fix this.

Anyone know the trick? Thanks in advance.

I kept regenerating all sheets and reprinting till it worked. I never could come up with a fix or sure fire step-by-step. After a few regens (or updates) it eventually printed correctly.

That was my next move. I'm hoping that's what it is. It seems like there
might have been a config option. I just don't want to spend days trying
to figure it out.
