One option you may not have considered: importing the iges into Pro/E itself. Start a new drawing, insert, shared data, data from file. As for a 3rd party viewer, its very difficult to find a free viewer. After all everyone deserves to be fairly compensated for quality work. Only in the software industry are people expected to give things away. Rhino has a free viewer, and the "freeness" lasts until you save a fixed number of times. However, the free times are meant as evaluation periods.
CoCreate's OneSpace Modeling Personal Edition can be used as an Iges, Step, etc viewer. It's free without any limitations.

Delcam's "PS-Exchange" is free and can read IGES, STEP, CATIA, Pro/E, UG and a variety of others. It will also allow you to save in several different formats, but you'll need to pay for the translations. It works fairly well... not perfect though.
