Is there a way to create an operation and have sequences that have already been created change to this operation? I am using Creo 2 M040.
Set the hidden config.pro option edit_nc_step_refs: When it is set to YES, the config enables Edit Step References option when clicking with right mouse button in model tree on new sequences.
You can also export the first operation and all your sequence will be exported too, then import them under your new operation. Then you can pick and choose which one you want to use in your new operation.

the easiest way to copy sequences to a new operation is with the process manager.
the above picture is my current operation.

Then just go to the edit menu and copy and paste from the first operation to the new operation. It renames the sequences for you so the names don't conflict. the only thing you might have to do is go into the sequences and change the coodinate system and retract if the orientation of the part to be machine changes like top to bottom.
