Implementer upgrade in V7R4

I have registered myself to PTC. Recently we have upgraded our IBM i OS from V7R2 to V7R4. Now we need to upgrade Implementer to 12.4 and we have some issues downloading this software form PTC site.
It would be great if you can provide us CD/DVD to upgrade Implementer on out IBM i systems.

Let me know if there is any process to be followed up.

What issue do you have with downloading from the PTC site?

We will not be able to download exe files from the site hence we would need physicals CD/DVD to upgrade  Implementer, same was did in the past as well.

I also note that, the quote: "The CD being shipped is dependent on active maintenance agreement with PTC".
