license file error

I tried to apply the license file I got from email: mathcadlicensing@ptc.com and I got the following error message:

11/21/2022 3:31:11 PM : The license request failed.
Requesting MathcadPrime ...
C:\Users\binping\Desktop\sw_license_email_89209.dat: (-103) Cannot checkout an uncounted license within a Windows Terminal Services guest session.
