If you're a maintenance paying customer, you can access the support site to download the FlexNet license software as well as move your license from the old server to a new server. If you're not under maintenance, you cannot move the license as PTC won't issue a new license file for the new server.
If you're under maintenance, go to eSupport | PTC. Use the download software link. Expand the "Additional Downloadable Software Updates". The FlexNET publisher download link is there.
