I'm still trying to install prime 3. Latest error message attached, then installer "rolls back."

You are logged in Win as an "Administrator"?
yes
When you run the installer, right click and select "run as administrator.". If you are running Win7, and didn't already try this, anyway.
That option does not appear to be available in Vista; right-click at every possible place never left that option.
It' a Win 7 (and probably 😎 option. They added extra layers of nanny ware to ptotect us from ourselves.
The answer (via email from PTC) is that Prime 3 @ 64 Bits and VISTA don't get along. Currently running 32 bit version.
