Mathcad Prime gives me 11.833 as answers but need to get and show the equivalent fraction 71/6.

It appears you cannot.
In version 15 you could format your result as a fraction. If you do that and convert to Prime (3.0) the result is a decimal. Prime (again, 3.0) does not have "fraction" as a choice in Math Format.

Unfortunately I didn't bother to install Prime 3.1 (just 3.0) and so I can't read your file and don't see what you are doing.
As Fred already stated is the inability to format a result as fraction one of the many missing features of Prime (compared to Mathcad).
Maybe you could use symbolic evaluation?
