Is there some 3D view ActiveX component with panning and rotating about some point opportunities?

Standard 3D View component is good enough for me except two things:

It`s impossible to pan and rotate view about some point (center of rotation)

So, Is there some 3D view ActiveX component with panning and rotating about some point opportunities?
