I found a website that says it sells a Mathcad software with product key.
How can I make sure if it really sells an actual license?
Note: When I asked the support of the website, I was told that they provide full software versions with a product key (built-in product key in some cases) and OEM activator. And that the only difference is that it can't be registered online and I can't get support from the vendor.

Well, that sounds pretty suspicious to me.
I may be wrong but as far as I am aware there is no such thing as an OEM version of Mathcad
You may try to get in contact with PTC and ask if the company is trusted reseller.
Run, don't walk!
That sounds very suspicious; PTC has shifted to annual fees for license maintenance.
What Werner said--ask PTC if they're a valid reseller.
