While trying to install Prime 3.1, the license pack generator asks to install Pro/ENGINEER Wildfire 3.0 or higher. What is this and is it necessary to use Prime 3.1?

No, it does not matter for Mathcad working. You can select "Yes" or "No". I think that this quite old option is used for just to collect statistics.
