I have a Student Licence of MathCAD 15.0 at Windows 7. The System where I have installed Mathcad has crashed. How can I reinstal MatCAD? Further, I want Install Mathcad 15.0 update at Windows 10.

I have sent my Licence Documents at an Attachment and now I have get no response.
What can I do to get further help?
Why is the reinstall procedure so very difficult?
Is there any way to reinstall MathCAD and how long will it take?

You could have added this complaint to the original message. The effective result is the same.
You are at the mercy of PTC, I'm sorry to say, but it's just like that.
Note that, while this forum is provided/hosted/maintained by PTC, discussions on this forum are between users/customers of PTC. PTC personnel only occasionally will take part in any discussion.

Try to use "Reconfigure Software Licenses" option from a PTC's site, link: http://www.ptc.com/appserver/lm/rsl/reconfig.jsp
