WorkFlow Builder and Alerts

I have many questions about WorkFlow Builder and Alerts.

1. When I made event for start WorkFlow by alert, I was watching a two situation. 1) If alert has conditions as "<", ">", "=<", ">=" then WorkFlow did not start. 2) WorkFlow start when alert has a condition "==" only! In both situations alert is start, but workflow start only in 2).
Why is this happening and how to fix it?

2. How work GetAlertStatus function from Generic? Why Status in [Properties and Alerts]-[Alerts] not displayed when Alert is worked?

3. How does the condition work (WorkFlow builder, Gateway) - context.activeStep === "1"? Worked only context.activeStep != "0", look attached.
