Hi,

AFAIK student cannot use PTC web pages to move his Creo license.

You can install Creo on new computer and enter the product code used on old computer.

If this procedure does not work you can request license file via email. Please read https://community.ptc.com/t5/PTC-Education-Forum/Creo-Parametric-9-0-Student-Edition-Licence-error/m-p/897846 discussion.
