Yes, PTC offers a cloud instance of Windchill for all FIRST teams.

I understand that Windchill will facilitate team coordination/collaboration, but was wondering if my students had a device like a Chromebook, could they access Creo on a server and create designs for our FTC high school team?  Or does each student on our team have to have access to a desktop or Windows/Mac laptop with Creo loaded on it?

Wow, that would be really cool. Right now, PTC does not offer Creo in this format. Customers can deploy it this way internally, but it's not a configuration the company offers the academic community. For now, all participants are required to have their own Windows computer to install license and run Creo from.
