I am having the exact same issue and have found no answers. When I attempt to run the "setup.exe" file, a popup appears asking if I will allow the app to make changes. Then, nothing. I checked the windows event logs and found an error, as posted in the picture below. Still no answer. I have tried re-downloading the zip file directly from the website multiple times. I genuinely have no idea what to do.

just to be sure, try removing the space from the directory name. Then run setup.exe again
I sincerely appreciate your help, and I actually JUST tried this. Still no dice, even after deleting all files, redownloading the zip file, extracting into the newly named PTC_install file, right click run as admin, nothing. I get the popup asking if I would like to let the ap make changes, I say yes, I get the little blue circle cursor for a few seconds and poof.

just to be sure ... what do you do when zip file download is finished?
Do you doubleclick zip file and run setup.exe from inside the zip file?

Do you unpack zip file into new directory and run setup.exe from this directory?
Once I download the zip file from the website, I extract the files into that new folder in the C drive, and then go into that new file, right-click on the setup.exe file, and run as administrator. I really don't understand what is going on, as I am not even getting an error message. I have gone into the windows event viewer, and got the following error code:

which language version of Windows do you have installed? Is it English version?
Okay, FINALLY I made some progress.
I ended up opening my task manager, and disabling some non-essential startup features such as Windows Mobile, Onedrive, and some other stuff. I disabled everything I could from startup, and when I went to run the program again (right click, run as admin) It FINALLY worked. After some tabs of information, licensing, and downloading a compatible version of java, I now have Creo Parametric on my laptop. Thank you everyone, I appreciate the help.
What ended up sending me on that path was chatgpt, so if you can- use it!

I showed it screenshots of the error screen in the windows event viewer. From there it gave me a bunch of possibilities, but the aforementioned process is what finally enabled me to install the software. This was a very.... enlightening experience.
