I asked the same question just before Christmas and was told there would be a free version for schools but no release date at that time.
If it released like it has in the past the student or academic versions are released 2-4 months after the commercial release.

Will it require improved hardware?

Except the fact that it will only work on 64 bit Windows, I am not aware of any other special requirements... It may also need min 8 GB Ram instead of 4 GB Ram on Creo 3.0...
Creo 4 out and ThingWorx functionality is available, an excellent addition for schools and Uni students to show work. Brilliant. Thanks PTC
