Difference between (Manufacturing Production Package) and (Manufacturing Complete Package)

The extension of Manufacturing is available in the Student Premium version, it says [Production package] is included but not complete.

 

What is the main difference between (Manufacturing Production Package) and (Manufacturing Complete Package) ?
