You are attempting to install a license server and the code you are using is for a standalone license. Please follow the guide and instead of launching license server run setup.exe.

Creo 12.0 can be downloaded from https://support.ptc.com/appserver/auth/it/esd/academicFree.jsp page. Unfortunately I am not able to locate PDF files containing installation instructions. I mean something like install_creo12_schools_standard.pdf and install_creo12_unistudent_standard.pdf.
