I completed the form yesterday and it said a license file would be emailed within 2 hours, but it's nearly 24 hours later and I haven't received anything yet. I obtained a license file about 7 months ago and it took just minutes. Wondering if there's a problem...

I hope you can use the above process for Mathcad prime license, too.
Note: If you have an access to https://my.ptc.com/ page then you can transfer the license yourself.

I have emailed academicsupport@ptc.com with my request and will let you know how I go.

Unfortunately I did not get a helpful response from academicsupport@ptc.com. They doubted that I received a license file 7 months ago and said they haven't supported Mathcad 14 for years. In response I sent them the email I received from PTC in November 2024 with my license file attached.
I will try to raise a case another way. I have a perpetual license - in fact I have 4 of them - and just wish to transfer at least one of them to a new machine, as I have done twice in the past two years.

unfortunately my advice can only be used with Mathcad Prime. I also have to say that I don't know if and how it is possible to transfer the Mathcad 14.0 license.
I assume that Mathcad 14.0 can only be run on older versions of Windows. If you buy a new computer with Windows 11, then you will probably install a virtual machine with an older version of Windows and run Mathcad 14.0 in it.
Sadly the Mathcad 14 reached end of life at the end of 2021. Since 2022 PTC only licensed Mathcad Prime 7.0 or newer.
I don't think that anyone in PTC can generate a new license for your new computer for old Mathcad 14, but you can try.
