Main ribbon customization

Can I add/remove commands within the main ribbon interface? I RMB on the ribbon and select "Customize the ribbon" but the add/remove commands are greyed out. I found that if I pick home, data tabs I can not add or remove any of the previously placed commands. Has PTC locked this option? I have downloaded and installed build M070 but seem to remember in previous builds I could adjust these.

You have to create your own tab, and those you can customize. This is a bit too restrictive for my tastes as well.
