this is correct behaviour. Please ask question.
Observed behavior is working as expected. Since, Creo will need license information to get launched, you need to run reconfigure.exe present at location "<Creo_Install_Point>\Parametric\bin" and provide license information to it if you have any.
Browse to the license file if you have node locked license or provide information as "7788@<ServerName>" if you have existing license server.
