Evaluating a Matrix

I'm trying to evaluate a matrix of Partial derivatives and it keeps giving me zero for an answer. I'm new to mathcad so any help would be appreciated.

Please don't cross post. Almost everyone that will respond reads everything anyway, so it doesn't help. If you get replies in two threads, it does get messy and confusing.
