Hi,
Creo Schematics media are not available because you do not own Creo Schematics license.
I have a license, at least I have Creo Schematics 4.0 installed and activated.
I created SR in PTC support, let's see what they answer.

FYI ... if you stop paying support fees then you will lost access to any Creo Schematics media.

As Martin maintioned this can be due to inactive maintenance. Also, I didn't see any case in support about this. You may create a new case for Install support for TS to process further.
