Creo Parametric 3.0 stalls two minutes when first started

We run Creo Parametric 3.0, info follows:

When we start the program, the process stalls for two minutes before the first screen appears.  In the std.err file, we get messages as follows:

pm_is_portmapper_port_busy: bind failed, error = 10013

pm_is_portmapper_port_busy: bind failed, error = 10013

pmap_set failed, error = 6

In the task manager, processes nmsd.exe and xtop.exe start immediately.  After one minute pro_comm_msg.exe starts.  The experience is the same whether it is the first or 21st time the program is started in one Windows session.  System reboots do not help.

The software works fine once it gets going; however, the pause is giving our users consternation.  The software load worked for about one week before it started acting up and has not returned to the expeditious start-up previously experienced.  Creo View runs fine.

The computer is a Dell Precision Tower 7810, with 16 threads, gobs of memory and a high-end Quadro graphics card; so performance is not an issue.  I am new to this forum and the software package, so let me know if additional information is required.  A search of the forum found no hits on the error code or stalled starting.

Uninstall the port mapper. It's not needed and causes the issue your seeing. We've never used it, and the newer versions of the software don't have it in the normal install.

Look into list of running processes before uninstalling and kill portmapper.exe (I am not sure about the name).
