Parameters from older programs acting wierd when modified

I have an older 3 axis milling program, probably originally done in 2000i^2. I have a normal volume sequence that I want to make some changes to. I supress the sequences and replace a 1/2 milling tool with a newer version of that same tool that has the same name, but has the newer xml parameters stored with the tool. I then resume the sequences, no problem. Then open the sequence and edit, read parameters from tool also seemingly no problem. When the play path runs it does not reflect the parameter changes.

Then going to customize (even though no customizing has been done) and reviewing the parameters (ie auto cut -auto plunge - follow cut), and they have not changed and need to be manually. In our case a new volume sequence would have updated with the parameters in the nc sequence.

What is causing this odd behavior and how do I get this program to behave normally?
