ATB Locks Parameters

I installed the CGRI plug-in so I can open newer models in WF2.  I set the 4 config options required (atb_auto_check_on_retrieve on, atb_auto_check_on_update off, atb_show_log off and topobus_enable yes).  I thin found that this locks all parameters that are brought in when importing neutral files.  We use a neutral file import to add our default part parameters to files that we get from others.

So, I commented the 4 config options, exited Pro|E and tried again.  The parameters are still showing as locked by 'ATB'.  How can I unlock them?  Do I have to remove the plug-in altogether?
