Can you force ProE to ignore hidden layer status?

We have had a large number of part models sent to us that have all of the layers hidden so that datums cannot be seen. This poses quite a problem in the assembly process as axis and datum planes are not visible/selectable. The solution is to open the part model, unhide the layers and save, but we really don't want to change the underlying part models in any way or waste time just turning on layers. A mapkey helps, but the whole process is really unnecessary.

Is there any way to force ProE to ignore the saved layer status when retrieving a model? Config option, etc?

I don't think you can do that, the point of layers are to control
visibility of non-solid objects. I always save all my layers as hidden
and I turn them on and off as needed to see what I need to. it really
is helpful to eliminate the noise on screen so I can do my work.

If selection is what you need to do, the find tool is a powerful way to
find items that you can't see on screen. Set the filter to axes and as
you click them in the results list they highlight on screen.

Of course, you can select them from the model tree as well, assuming
that they are stand alone features.
