I'm afraid no one can help you with Pro/ENGINEER Release 17.0.
It is not really clear to me (or the community) which CAD product you are using / would like to use.
If the latter one and you have installed the MELS on your local computer: what is displayed at http://localhost:17171/ ? Does it look okay?
