Thank you for the lead provided, looking deeper in the drivers, the display drivers for the screen were the default Windows PnP drivers... A manually search was required to update drivers for each screen and get the latest Dell drivers (updating one screen drivers didn't update the identical second screen drivers), but still no working result for Creo 4 M040 and Creo view 4.1.
When Laptop is connected to the 2 screens through the thunderbolt dock the graphic card is not solicited and the graphic card drivers are not used. the drivers used are the DisplayLink ones from the Dell D6000 universal dock station (Drivers cannot be rolled back and are at the latest version 9.2.2057.0 dated 02JUL2019).

That sounds like a Dell/Windows issue then because I presume that it was working before through that interface and Creo definitely would want the Nvidia graphics. It looks like the BIOS setting on the Dell would be tied to the Optimus setting.

 

Have you tried using the hidden config.pro option for graphics?

graphics wind32_gdi

 

It might allow Creo to start at least.

Yes, correct it was working well before Windows update 1903.
Tested some setting change in the config.pro like reducing the value for enable_fsaa from 4 to 2 without success.
graphics is set with opengl, changing it with wind32_gdi doesn't solve the problem.

I don't have much details about thunderbolt dock but as far as I know there are inbuilt graphics card in it. If you get a chance try disabling the inbulit graphics in dock. 

 

Do you license manager on same machine for it is on some other server?

Disabling the inbuilt graphics in dock, equal shunting off the 2 screen connected to the dock... The license is on a server, but there is no problem with the link to the server since Creo and Creo View are stating when disconnected from the dock and the license can be recovered when re-connected to the dock (the license is not linked the network hardware).
