I started having this issue today (my first time attempting to install creo). Since the first try I have uninstalled and deleted all license files then reinstalled Creo (using the same zip file I downloaded the first time). Still getting the same issue. The license I received yesterday results in an error message, the message is long but this seems to be the critical data:
License Request Failed for Feature... (-21)
I am using the educational license fixed node (just followed the directions that I received when receiving the license). Any suggestions on how to get it up and running? Thank you
