No on in the community can help you with an issue like this, you need to use the web tools for obtaining a license from the PTC License Manager section of the site.

If license file is empty then it usually means that installer is not able to detect network card. Please run following command from Command prompt window and upload ip.txt file.

ipconfig  /all  > ip.txt
