This has been discussed before and the experience is not new.
But after all this time, had PTC actually done anything about this?
I had this license lost problem with a Dell laptop before.
A clever support tech downgraded my license server to something from WF4.
This license sever is very easy to stop and restart in Task Manager.
Now this very same problem still exists on my new Lenovo P70.
I still have the latest license server. Still running Windows 7.
Right now, my only work-around is to keep an open session of Creo when I close the cover.
You'd think this is something someone in the "PTC FIT AND FINISH" department would have looked into by now.
Can someone walk me through the Task Manager to know how to reset the license server?
I have a stand-alone license (locked?).

to manage lmadmin_ptc service status:

If it's a service, type Services in the Windows menu search box. The ones that are in mine have 'Restart' as an option.
If that works for you I expect there is an AutoIt function to do the same so you can create a startup task that checks and restarts it when Creo reports a lost license.

I noticed another very troubling thing after sleep mode...
I can open more than one unassociated window in Creo at some point.
Literally starting 2 instances of Creo!
I was able to do this before implementing your solution.
When I look for "in session" files, they are completely independent.
Now mind you, I only loaded Creo 2.0 M040 on this computer.
I have not used any later installers.
This is two open session on a single locked license...
I use to get a license error when I did this on my Dell M6600 with the older license server.
Notice the 1st open session with a loaded file and the second session that has no files in-session!
Anyone else able to do this? Is this the "new normal" (noting that I had a very old license server before...)?
I doubt this is a license problem as this is the same machine.
Just never could do this before... and I wonder if it could generate file problems.

Simply said ... Creo license codes generated after 01-September-2016 contain DUP_GROUP=UHD keyword. Because of this, you can launch any number of Creo sessions on your notebook even though you own 1 floating license.

if license file contains SERVER and DAEMON lines then the license is floating. Otherwise the license is locked.

As per your post we can create batch file to restart lmadmin_ptc service but it requires admin rights. I've tried to give full rights to user for the particular batch but it still works only with "run as admin". Can you suggest?
I believe there are two options to restart the service:
1. Resart the system
2. Restart the service as mentioned by you

I read information available on following page

I decided to test SubInACL utility
I downloaded and installed SubInACL utility
I opened DOS prompt as Administrator
I entered following command
"C:\Program Files (x86)\Windows Resource Kits\Tools\subinacl.exe" /service lmadmin_ptc /grant=myPC\myUSER=TO
I opened DOS prompt as myUSER
I am able to start/stop lmadmin_ptc service as myUSER
So this happens often enough that I need a batch file for this...
and I have no love with tweaking the nits of the system. So I opted for this desktop icon solution.
This solution is to right-click this icon and run it as an administrator. You get the obtrusive ARE YOU REALLY SURE YOU THINK YOU ARE QUALIFIED TO MESS WITH THIS? GIVE M$ A CLICK FOR THINKING OF YOUR SAFETY!!! ...warning (paraphrased of course) and upon feeding M$ your click, it does its thing.
Both the "pause" in the batch file and the "/k" cmd.exe switch are optional.
shortcut:
%windir%\system32\cmd.exe /k <drive>😕<batch-file-folder>\fixptc.bat
(/k keeps the window open for confirmation)
fixptc.bat
net stop lmadmin_ptc
net start lmadmin_ptc
pause
exit
