Hi,

When you have a personal licence can you transfer it to a new PC?

Yes, if your maint is current just call them with a new MAC address and they will send you a new license. If your full of it then the next time you log in with your old computer PTC will shut you down.

I thought the personal edition didn't have a maintenance

I have a personal license, I had to purchase the maintenance with it and just like a corporate license you have to purchase maintenance each year or you will not get the updates.
