Not enough information presented to resolve this issue. If you intended to open a support ticket, please return to the PTC support site and take note of the options to not select the option to post to the ptc community rather than open a ticket. If you want help here, provide more information regarding config options, launch scripts, local machine or network configuration etc.
The reason could be that the configuration file where the setting is defined is not loaded on starting Creo.
I suggest that you do the following:
Create a Folder say: D:\Creo_Files (just an example. You may have your own name)
Right click on the Creo Parametric Icon --> Properties
Set the value of Start in to D:\Creo_Files.
your Config.pro must exist in the above folder.
Here is one of two things you can check :
What do you mean by "properly configured" ?
What do you mean by "dot not seem to work" ?

I have the exact same config.pro as my collegue.
It is in the “text” folder
Aside from these 2 parameters, everything works fine.

Good news is that you have a baseline.
You might as well browse to File > Options and compare the pathes of the options for each workstation.
Refer to Ben's post to check the config that is session and troubleshoot to make the config match.
Open your Creo session.
Click on File, then Help. Select System Information, then System Information.
In that pop-up window, scroll down to the section:

That will list your configuration files that are loaded at start up.
Check the config.pro file listed to be sure it has the right syntax for your start_model_dir and pro_format_dir.

This config.pro is the same for all users, but for some reason start_model_dir and pro_format_dir doesn’t work
Specifically, what is the folder locations? Are they mapped drives or network locations or local hard drive locations?
Is there spaces in the folder names or special characters? If it works for one and not the other, I doubt this is the problem, but...
File -> Options -> Options -> config Editor -> change "Show" drop down to be current session.
Click the Import / Export drop down and choose export per current filter
Do the same on a colleagues machine and then use Word or Notepad++ to compare the two files line by line.

By using a Windchill location, everyone MUST register the WIndchill server with the same name, in your case 'Stace'. If anyone registers the server with a different name, like pdmlink or windchill, the system will not find those folders since the registered name does not match what the config.pro setting are looking for.
Here is the name for the Windchill Server : STACE
That is the error!
You have your registered name as STACE.
The config.pro is looking for Stace.
The registered server name is case sensitive and MUST match exactly for all users to what is specified in the config.pro file.

Just to add to what Ben said...the server name must match EXACTLY...Stace is not the same as stace or STACE....It's case sensitive. This is the most common cause of the issue.
