Producview ProE Worker Configuration...CadAdapter.ConvertCadFile failed Error, no LOCAL Worker avail

I am running DVCS 7.0 M100, Pro/ENGINEER Wildfire 4.0, Pro/INTRALINK 3.4 M060 on Windows Server 2003 Service Pack 2 (Enterprise Edition) and I have a problem configuring a proe worker.

Details:

I am using the ProductView Thin Client and I get the following error when I select an Intralink (Pro/E) part in the ProductView GUI to try to get ProductView to translate and view the part. It looks like a Proeworker needs to be configured but I can ‘t get that configuration to work. This is the error message I get:

I did run the proe2pv_config and provided the correct settings and so a proeworker.bat exists.

Also, I get a blank list of configured CAD Workers (in the "Current CAD Worker Configuration" list) when I click the “CAD” option in the Graphics Server Admin page (nothing is listed in the “Current CAD Worker Configuration”) . If I click “Configure” button in the "Current CAD Worker Configuration" dialog, it walks me through the process of specifying the Host, Data-Type, Where the EDS is running, the Execute command (I specify the full path of the proeworker.bat file in the setup directory that was created during the proe2pv_config). And when I’ve gone through all this and click “Finish” at the end, it brings me back to a blank list of configured CAD Workers (in the "Current CAD Worker Configuration" list), still without anything in there to select.
