After downloading the application and following the installation and running instructions, Creo is unable to run it in my envionment: our anti-virus system takes down the exe file.

You need to use Creo in Italian Language.
As there can be multiple possibilities to your question, there is a need to clarify where you are at right now.
Do you mean that you installed Creo and the menus are in English and that you need them in Italian?
I work in Italy the program and the menus are in the italian language.
The program open_drawing_cr2.exe for open drw from part not work with italian language, but only with english.

Creo in Italian is installed correctly and you run a program called open_drawing_cr2.exe.
This is the first i hear about this program.
Can you tell me what it is ? and who supplied you with it?

Right Martin Hanak says he created the application and his first post is rather straightforward: it is works in English Creo.
I'll leave it to @MartinHanak to address this topic.
