WF4 drag a sketch in edit

When WF4, or maybe WF3, was released, you could drag a sketch with out going into redefine mode.  It was quite easy to accidentally modify a sketch, so I turned it off via a config option, I think.  Now, I'm in a situation where I think that would be handy and I can't remember what I did to disable it.

I found 'sketcher_3D_drag no' in my config, but changing it to 'sketcher_3D_drag yes' didn't do it.

How do I restore this functionality?
