What is PTC Creo UI Editor, how do I use it?

It should probably be obvious, but in the way of PTC, the UI isn't that clear for the UI editor, particularly as it won't even start.

It has installed itself as a shortcut icon along with Creo3 Parametric to my desktop where it now sits uselessly.

When I try to fire it up it says "Unable to Obtain License. PTC UI editor will exit, OK?"  Well, not OK, but that's PTC UI for you.

Searching on the PTC site I find an article which is also useless and doesn't explain what it is, but asks for my feedback, which will apparently be sent to the PTC engineers. What a pity they don't have any UI specialists to send it to.

So, can anyone tell me if its any use?  The PTC Creo3 UI is a right old mess, modern top layer upon old mid upon ancient underlayers, and does need some serious editing, or better, ground up redesign, and I suspect this is just a "clever" way of selecting options, but can anyone advise please?

Oh, and sorry, this probably doesn't belong in modelling, but without knowing what it is, I'm not sure where I should post this.

According to Document CS180313, "TOOLKIT license feature (14)  is required to run the Creo UI Editor and generate .res, java, and c++ artifacts."

It seems to be for building your own Ribbon tabs and groups.
