config.pro setting to set assemble component to Both Collectors by default (vs. Move Component)

Creo Parametric 4.0, M040 --> I would like the system default set to Both Collectors option instead of Move Component when assembling a new component.  I have been searching for a setting for this for way too long, seeking help from the community.  See image for specifics.

I've checked the list of config options and don't see anything pertaining to this, even among the hidden options.
