error message 0XC0000007B

what does the error message 0XC0000007B mean? Showing up when trying to start PE. Following message says "no license for Modeling PE can be found"...

Hello, please talk to your IT team and verify if the .net framework is still correctly installed. See also the internet forums on this error message.
