Can you share the Step file?
Is it ALL step files created in creo 7 or just one step file?
Do you have access to other cad programs? I sometimes have better luck with inventor or solidworks for imports. Then I re-export from there with using setting I know will work for me.
There are step "versions" that may be too new for creo 4. You may need to ask whoever is making your step files to export in an older version.
As a quick fix, try exporting the models as Creo neutral file format instead of STEP. Report back if this also causes the crash when importing the neutral files. If neutral files are also not working, then that provides some insight into the models having some problematic geometry. If you must use STEP format, then try a different STEP protocol when exporting the models.
