Is there a way how to configure something like "local search path"?
I mean the search path valid for current working directory. I need to set search paths when I change working directory. Is it possible? e.g. to have file with paths in working directories and creo use these files when search for models. (not common file like search.pro, but different for each dir.)
I don't use windchill.

I'm not sure I completely understand but what I have done (prior to windchill) is to put a search.pro file in each project folder. When we would want to work on that project, we would change to that folder, then load the search.pro file thru the config so Creo would know where to find the files for that project.
If I needed to work on a different project, I would remove that search file from the config. Close and restart creo go to the new project folder and load the search.pro file for that project.

but I'm asking if these tasks - load, unload search files manually can be automatic just with change working directory.

I do not think you can automate this with out of the box Creo functionality. The main issue which @StephenW mentions in his reply is that you can not remove the search.pro definitions from session without shutting down Creo and restarting. When you read in search.pro files they do not override already defined search paths in session. If someone can demonstrate a way to overwrite a search_path value once it is in session without exiting Creo then you have some options to automate it without using an API to write some custom code.
I think the best you can do is make a mapkey to automate loading the search path files.
"Unload" of a search path is not possible, as far as I know.
